Russ Ackerman is Guidehouse’s chief actuary. He has more than 25 years of experience in consulting and health plan environments, working with clients in the government, commercial payer and provider, and private insurance sectors.
Russ assists states in developing Medicaid and other Healthcare strategies. He has oversight responsibility for all of Guidehouse’s actuarial services, including managed Medicaid rate certifications and financial development and implementation of various waiver demonstrations including 1915(b), 1915(c), and combo waivers; 1115 waivers; and 1332 waiver support. He supports the strategy, financial development, and implementation for all types of state programs and for their covered populations. His expertise includes both government and private sector strategies for accountable care organizations, patient-centered medical homes, and clinical integrated networks. Russ’ previous experience also includes holding a corporate finance and chief actuary leadership role for a large health plan with oversight over all government sponsored, commercial, and retail lines of business, including Medicaid, Medicare (Medicare Cost and Medicare Advantage), Individual, Large and Small Group, and Provider ACO business.
