Shaun Fernando leads the Strategy and Economics horizontal within the State and Local Government segment at Guidehouse. His team advises governments on developing market-based strategies that build thriving public-private ecosystems to improve societal and economic outcomes. His team has undertaken engagements on institutional strengthening, economic and industrial strategy, climate change, and infrastructure (including, EVs, transit, ports, broadband, renewables and hydrogen). 

Shaun has consulted for over 80 governments, administrations and agencies internationally on a range of strategic priorities. His experience includes working with OPEC member states on economic security, the European Commission on decarbonization policy, and on market-building and private sector development in low-income countries. In the US, Shaun has worked with a range of public sector clients on strategy, operating model design for public-private ecosystems, and transformation initiatives.

Prior to Guidehouse, Shaun worked at PwC for nearly 10 years in their London, Abu Dhabi, and San Francisco offices, the Global Green Growth Institute in the UAE, and the World Bank’s International Finance Corporation in South Asia.
