David O’Brien is a Director in the Strategy & Operations group within Guidehouse’s Global Energy Practice. He advises clients regarding the transformative change taking place in the energy industry. David helps clients examine the macro drivers changing the physical and financial domains of the distribution grid and to consider sustaining business models and complimentary regulatory frameworks.
With more than 28 years of experience in accounting, commercial lending, economic development and energy policy David specializes in applying a macro view of a changing industry landscape to integrated strategies for technology and regulatory approach. His policy and practical advisory experience has been brought to bear to guide long term technology investment on part of utility clients and also to inform numerous state policy investigations into grid modernization. David’s clients include C-level executives, senior management, and corporate strategists who value his experience as a state regulator and gubernatorial policy advisor.

Provided strategic insight for a major northeastern investor-owned utility seeking regulatory support for a grid modernization pilot project.
Developed a long-term grid modernization plan for a northeastern investor-owned utility, including stakeholder engagement and new regulatory approaches for pricing Distributed Energy Resources.
Actively led and influenced multiple, executive-level utility and public commission workshops focused on industry transformation regarding a “21st Century Electric System” for the state s of New York and California.
