Bill is a director and the leader of Guidehouse’s Navy and Department of Defense Government practice. He has more than 30 years of experience with the Department of the Navy, specializing in logistics information technology portfolio and program management. He is an experienced executive with 10+ years planning, developing and executing enterprise level business transformation projects, business analytics initiatives, business process management efforts, and strategic programs, and providing relevant progress reporting to senior leadership.
Prior to joining Guidehouse, Bill served as the lead for cybersecurity and information technology for chief of naval operations logistics and business operations branch. He duties included Product Support and Functional Area Manager (FAM) for an IT portfolio of 232 systems and $950M budget. He led the creation of a digital transformation strategy and implementation plan to break down silos, reduce redundancy, and shift towards a service delivery model from IT systems management to a portfolio of products focused on business and customer outcomes leveraging essential digital services.
