Judy Simon is a director in the Energy, Sustainability, and Infrastructure segment and is based in Toronto, Canada. Key areas of expertise include energy efficiency regulation and policy, planning, program design and delivery as well as energy efficiency related to integrated resources planning (IRP), non-wires alternatives, and distributed energy generation (DER). She currently serves as the Canadian leader of Guidehouse's Clean Energy Programs team. Over her more than 35-year career, Judy has helped develop frameworks, policies, guidelines and programs on behalf of energy utilities, demand-side management (DSM) and conservation and demand management (CDM) program administrators, government agencies and regulators to encourage energy efficiency and DER.
Prior to joining Guidehouse, Judy was Principal, Strategic Energy at ICF, leading the Canadian energy efficiency advisory practice, which included the design and delivery of DSM/CDM programs, technology and sector market characterizations, conservation potential studies, and investigations related to IRP, DER, and beneficial electrification.
