Thomas is a Director in Guidehouse's Management Consulting practice, with a focus in Department of Defense (DoD) financial management. Thomas has over 14 years of financial management experience, including over 7 years of DoD and civilian agency financial statement auditing. Over the course of his career, Thomas has delivered solutions to improve the operational processes, systems, and controls over financial management within the Federal government.
Over the course of his career, Thomas has become an expert on federal auditing and financial management regulations, such as the GAO FAM, Yellow book, Green book; OMB circulars A-11, A-123, A-136, DoD Financial Management Regulation (FMR); as well as financial management legislation such as FFMIA, FMFIA, and FISMA. Thomas obtained his Masters of Accountancy and Bachelors of Business Administration from the University of Wisconsin-Madison. He is a Certified Public Accountant (CPA) licensed in Virginia.
AREAS OF EXPERTISE
Internal Control evaluation and remediation: Examines agency business process for control weaknesses. Works with process owners to close weaknesses utilizing the most expedient methods to reduce workload impact.
Audit Response and Recovery: Assists Federal agencies with interfacing with their auditors. Supports initial engagement, audit request response, and audit recovery.
Process Re-engineering: Guides business process owners – inside and outside of the comptroller organization – with evaluating its process flow. Develops recommendations to improve and streamline business processes with a focus on data validity and availability.
