Risk Management Consulting
When the United States Transportation Command (USTRANSCOM), which coordinates the worldwide logistics for the U.S. military, asked Guidehouse to help to improve its performance and reduce costs, it was looking for actionable ideas it could begin implementing immediately within the first month.
We concentrated our efforts on embracing relevant and industry-leading commercial processes specifically fitted to the military’s unique needs. By applying our recommended cost-saving initiatives to better utilize the myriad transportation assets in the organization, we helped USTRANSCOM achieve $50 million in savings during the first month followed by $1.5 billion saved across supply chain processes over four years.
Eliminating Barriers to Healthcare
When the United States Agency for International Development (USAID) set out to strengthen health systems worldwide, it created Health Systems 20/20 followed by the creation of the Health Finance and Governance Project (HFG). Under Health Systems 20/20, for example, Guidehouse helped decision makers at the MOH level in El Salvador anticipate and avoid potential drug shortages by helping develop and implement a consumption and stock information system.
Guidehouse assisted USAID in such areas as health financing, governance, operations and institutional capacities. Working with us, the USAID improved health finance and health governance systems in various partner countries and moved toward the elimination of barriers to delivery and use of priority health care.
A Need for Economic Stabilization
In response to the Emergency Economic Stabilization Act of 2008, the U.S. Department of the Treasury needed to move quickly to stabilize the U.S. economy while effectively managing risk. The Treasury immediately enacted a series of economic stabilization programs and reached out to Guidehouse for help with a variety of support services, including risk and controls, technology and program management.
We brought together an integrated team of highly respected public sector and financial service leaders that could advise the Treasury on operating a financially focused program throughout its maturation. Our efforts allowed the Treasury to evolve its operations and 11 programs to a sustainable model, with efficiency, control and proper risk management.
Irma and Maria in Puerto Rico
In the wake of Hurricanes Irma and Maria, FEMA authorized large project funding in Puerto Rico to help support the repairs of its infrastructure. In turn, the FEMA OCFO reached out to Guidehouse for help with public assistance and internal control support.
Supporting a swift, efficient distribution of funds, our team worked closely with FEMA, DHS and OMB to develop a detailed internal control framework, testing methodology and a SharePoint tool. Thanks to our efforts, FEMA was able to improve financial stewardship and operational stability across the Commonwealth of Puerto Rico.
Response, Relief & Recovery for Superstorm Sandy
During New York State’s recovery response to Superstorm Sandy, the State reached out to Guidehouse to help them verify estimates of storm damage.
Supporting nearly every department in the Governor’s Office of Storm Recovery (GOSR), Guidehouse provided a diverse host of services including: integrity monitoring, program design, operational support, monitoring and compliance, organizational assessments, technology evaluations, IT security tests and procurement process design.
Thanks to the efforts of Guidehouse, the GOSR was able to quickly disburse recovery funds to those who needed them most, while maintaining compliance and a high caliber of customer service. Shepherding an $8 billion Federal disbursement in disaster relief and recovery funding efficiently and effectively.
Launching a Cross-Sector Treatment Initiative
The global leader in facilitating treatment research for Huntington Disease – the Huntington Study Group (HSG) – needed help launching an ambitious cross-sector initiative to improve quality of care, access to care, and patient and family outreach.
To best facilitate the launch, Guidehouse focused on three key efforts. 1) We conducted and analyzed a national survey of patients, care providers, clinical researchers and health system leaders. 2) We analyzed leading clinical and population care models. 3) We conducted a global market analysis to identify key pipelines, partners and funding trends.
As a result of our efforts, HSG gained a clear understanding of the patient journey and was able to develop crucial strategic and funding partnerships with the research community, the patient advocacy community, as well as Federal, commercial and non-profit organizations.
A Risk-Based Approach to Protecting Capital Investments
As result of a Top-to-Bottom-Review of the Capital Project Management program, Guidehouse and the Federal Transit Administration (FTA) drafted a set of recommendations to enhance the program: a program responsible for protecting more than $100 billion in infrastructure project investments. Those recommendations included, in part, a risk-based approach to oversight and a Risk Evaluation Tool (RET).
The RET provided FTA with unprecedented insight into the risk levels of major capital projects. These insights allowed FTA to better allocate oversight resources toward the projects that were deemed greater risks. The RET also provided FTA with a more structured approach toward developing project management oversight (PMO) requirements and formulating program budget requests. Through its partnership with Guidehouse, FTA has been able to completely transform the way it operates the PMO program.
