Scaling demand flexibility for Abu Dhabi’s Department of Energy

Summary 

 

Guidehouse partnered with Abu Dhabi’s Department of Energy to design and scale a comprehensive demand response program—transitioning from pilot projects to a robust, aggregator-led model that delivers flexible, grid-supporting load management.

 


 

Challenge 

Abu Dhabi’s Energy & Water Efficiency Strategy 2030 identified demand response (DR) as a core lever for reliability, efficiency, and emissions reduction as part of its Load Management Program. Abu Dhabi Department of Energy leaders turned to Guidehouse for assistance in evolving the program to achieve: 

  • Scale and reliability by moving beyond pilot programs targeted to a single use case and toward ones that would address multiple uses and feature repeatable operations 
  • System integration by coordinating with the load dispatch function to align DR with real system needs and grid conditions  
  • A more efficient market model by onboarding and operationalizing an aggregator-led approach to simplify participation and equip the ecosystem for long-term deployment 

 

Approach 

In partnership with the Department, we co-developed DR policies and regulations before leading a pilot program to prove feasibility across sectors and establish the operational foundations needed to scale it. Building on that foundation, a second pilot phase expanded the program from isolated trials to reliable flexibility at scale that could support peak reduction, system efficiency, and decarbonization while preparing for an operational transition in 2026.  

Our end-to-end pilot program management involved: 

  • Use case design: Designing six use cases, including a direct load control use case, with different event windows and notice periods aligned to system needs in coordination with the system operator 
  • Pilot rules design: Defining a practical design covering contract parameters, commitment‑period mechanics, standard event durations, measurement and verification methodologies, and incentive payouts to meet set objectives 
  • Participant recruitment: Conducting targeted outreach and education campaigns to secure large commercial and industrial customer participants 
  • Participant contracting: Leading incentive discussions and capacity validations through workshops, bilateral sessions, aggregator-led flexibility assessments, and testing before finalizing contracting and live operations 
  • Aggregator procurement and management: Supporting aggregator procurement and onboarding processes and preparing the aggregator for daily operations 
  • Pilot oversight and participant engagement: Coordinating candidate days with the load dispatch center, providing continued oversight over daily pilot operations, reviewing measurement and verification reports, and holding regular participant engagement sessions for continuous improvements 
  • Stakeholder engagement: Leading technical working group and bilateral forums with the system operator and network companies, aligning on design choices, and managing operational scheduling, communications, and recommendations 

 

Impact 

Over five months and 40 events, the pilot program proved that portfolio-scale DR can be mobilized to offer flexibility at grid-relevant levels. It also executed the region’s first direct load control events, where near real-time remote dispatch of participating assets took place—demonstrating a path to faster, more predictable flexibility as automation expands.  

Beyond performance, the pilot successfully introduced and integrated the nation’s first DR aggregator and advanced DR technologies. This established the operating model, data flows, reporting, and governance needed to transition the program to the system operator as it becomes a cornerstone asset in the Abu Dhabi grid operations.
