In the wake of Hurricane Sandy, PSEG Long Island, the energy provider that serves all of Long Island and a portion of New York City, needed a vision to usher in a new era of resources that offers its customers a clean, reliable, and more resilient energy system.
As a result, the energy provider announced Utility 2.0, a plan that focuses on implementing energy efficiency measures, distributed generation, and advanced grid technology programs that help customers manage their energy usage and utility bills more efficiently and effectively, and help improve overall system reliability and power quality.
Yet with the implementation of Utility 2.0, PSEG Long Island needed support managing the project, coordinating across multiple stakeholder groups, and filing new regulatory reporting. The utility company chose Guidehouse to support them with these challenges and specifically, develop its Utility 2.0 filing updates, a key pathway to pursuing innovative projects and obtaining approved funding for new program and investment needs.
Guidehouse worked with PSEG Long Island to achieve regulatory approval for an almost $400 million capital program to deliver a combination of smart grid technology and customer programs (pay-for-performance energy efficiency, electric vehicles, and heat pumps) that meets the requirements of New York’s state Climate Leadership and Community Protection Act.
In order to facilitate the growing scale and complexity of the program in subsequent years, Guidehouse supported PSEG Long Island in the design and implementation of an established Utility 2.0 integrated program management office (PMO) to further mature the performance management and reporting protocols in the areas of program and project governance, schedule management, financial management, risk and issue management and stakeholder engagement.
Since implementing Guidehouse’s PMO solution, PSEG Long Island has received regulatory approval of 25+ initiatives that are currently operational or underway, including over $350 million of investment in the full deployment of advanced metering infrastructure (AMI) and AMI-enabled capabilities. With solutions such as roadmaps, dashboards, templates, reports, live briefings with executive leadership, and metrics tracking, Guidehouse has delivered all relevant business process designs, and business and functional requirements, as well as completed fit/gap analyses and continuous support relevant to operational readiness and change management.
