Bridging the Digital Divide

Guidehouse partnered with the City of St. Louis, Missouri, to develop a Digital Inclusion Action Plan for the city.

Internet access has become integral to many aspects of modern life—from healthcare, to education, to banking, and of course, entertainment. The COVID-19 pandemic accelerated these trends and further heightened awareness of the importance of internet access. In doing so, it highlighted the gap between those who have access to the internet, devices such as computers, and the skills to participate in an increasingly digital society, and those who do not—known as the digital divide.

Over the last year, Guidehouse, in partnership with St. Louis Development Corporation (SLDC), and the City of St. Louis, Missouri, developed a Digital Inclusion Action Plan. In the recently released report, we outline strategic priorities and actions that the city can undertake to improve equitable access to high-speed internet and digital skills needed to succeed in today’s modern society. To do this, we worked with the city and its stakeholders to:

  • Build upon the previous assessment of the issue published by the Community Foundation and Regional Business Council
  • Understand the market, legislative, and socio-economic forces in play
  • Leverage the assets the city could leverage in proposed projects
  • Engage internal and external stakeholders, including residents
  • Identify funding sources
