Rear Admiral (Ret.) Stephen H. Murray, Director
Murray previously served as the Navy’s first Senior Military Acquisition Advisor to the Assistant Secretary for Research, Development and Acquisition, focusing on sustainment and warfighting readiness. He also led surface ship sustainment for NAVSEA PMS 443, overseeing readiness for 150 ships across 10 classes. His leadership will help Guidehouse address the Navy’s most pressing acquisition and sustainment challenges.
US NAVY Captain (Ret.) Thomas J. Neville III, Director
Neville is a seasoned expert in supply chain optimization, maritime industrial base innovation, fleet operations, and ship repair. He is a Retired U.S. Navy Captain, formerly serving as a Supply Officer for the U.S. Abraham Lincoln Aircraft Carrier, Director of Contracts for NAVSEA, Commanding Officer of DLA Distribution at Norfolk, and Force Supply Officer for the Commander Naval Surface Force Atlantic. At Guidehouse, Neville will focus on aligning Guidehouse’s readiness and sustainment services with fleet operational needs.
US NAVY Captain (Ret.) Manuel Xavier Lugo, Director
Lugo is a recognized authority in joint operational logistics, analytics, all domain digital warfare, AI, and emerging technologies. Lugo previously served as the Mission Commander of Task Force Lima, DoD’s initiative to examine generative AI. Lugo also served as Division Chief for AI Warfighter Capabilities within the Chief Digital and Artificial Intelligence Office’s Enterprise Platforms and Services Directorate and Branch head for OPNAV's N4L6. With a 30-year career dedicated to innovation, Lugo will help Guidehouse clients integrate advanced technologies to support naval operations and mission transformation.
