Strategies for a Decarbonized Heat Supply in Hamburg

Guidehouse provides assessment of Hamburg's climate goals in the building sector

Commissioned by the City of Hamburg, Guidehouse assessed options for the thermal transformation of the city’s building sector. Guidehouse’s "Built-Environment-Analysis-Model" BEAM2 made it possible to create a total balance of the current heat consumption as well as develop future scenarios from building-specific indicators. Based on the data, Guidehouse derived detailed emission pathways and recommendations to support a strategy for achieving Hamburg's climate protection goals.

Core measures include elevated standards for new construction and refurbishment, the expansion of heating networks, and a higher share of renewable energy sources. Overall, a mix of efficiency measures in buildings as well as the decarbonization of heat generation coupled with expanding heating networks (from 24% in 2015 to 60% in 2050) form the basis for the heat strategy in urban areas. The potential savings would render Hamburg’s 2050 goal of saving 80% of greenhouse gas emissions compared to 1990 levels feasible.
