W105 – Five Years After the New Circular A-123: How are Agencies Doing?

Each agency must establish an ERM/ICOR program that fits within the organizational structure and mission of the organization. It is not a one-size-fits-all approach. Flexibility and continuous monitoring are critical to meeting the objectives of A-123. Risks and internal controls should focus not only on reports, but also on the underlying data and how data quality is evaluated and confirmed.  Engage with our panel about the way agencies implemented OMB Circular A-123 requirements nearly five years after it’s release. We’ll explore changes in the last five years and whether agencies’ risk and control programs have met OMB’s intended results.

Agency reporting requirements are expected soon. Since emissions tracking is a risk management effort that helps agencies avoid or mitigate risks, it should be part of ERM. Strong organizations have leadership that embraces both ESG and ERM as critical tools for risk management. This session will explore best practices for the governance of a comprehensive ESG program, within an ERM framework.
